There are 4 Business Tax ID Numbers. A federal tax ID number (Federal EIN), a State Employer (State EIN) Tax ID Number, a State Sales Tax ID Number ( seller's permit / wholesale license), and a Business Tax Registration ID (Business License).

For example, there is a general tax ID number registration that is like a business tax ID that some states issue. Then, there is a federal tax ID Number, also known as an IRS number it is  a unique 9 digit number (ex. 12-3456789) that the Internal Revenue Service and other federal agencies use to identify your business for income tax, and employment tax but also used as a federal business ID for the business.

Employers are required to obtain a State Employer Tax Id (EIN) and a Federal Tax Id (FEIN)

A state tax ID can be 
1.  wholesale ID is also a sales tax ID number that you need if you sell or lease taxable equipment and or merchandise.   You can buy or sell wholesale or retail with this number.  AKA resale ID, seller's permit, re-seller license etc.
or 
2.  an employer tax ID number that all employers must have.  
If you are an employer, you will also need a federal tax ID number.

For example, CA Seller's Permit Total Price is $39 because there is no additional fees. 

A Seller's Permit is ALSO CALLED a resale ID, wholesale ID, retail ID, re-seller's license, state sales tax ID, tax ID, resale number, resale certificate, or vendor's license).  You will need it to buy or sell wholesale and sell in small amounts (retail).
